Security and Peace Education Training for Police, Private Security and Spy officials in the extractive industries
The Nigerian extractive industry and the region in which it mostly operates have become synonymous with violence and conflicts that maybe referred to as endemic. Hardly does a day pass without reports in the newspapers about yet another attack of company facilities, kidnapping of industry role players and stakeholders, disruption of oil exploration and shut downs.
Priority has been placed on Public Safety and security in the region where extractive activities take place by both government and private individuals as can be seen by a number of different initiatives aimed at promoting Peace and Security. Security Officials (Public and Private) who are tasked with the task of ensuring peace and security attached to these communities is faced with enormous challenges of engaging the communities where they serve because of the volatile nature of their area of operations occasioned by the Natural Resource Conflicts. The dynamics of conflict associated to natural resources often call for immediate action. At the same time there is a need for these officials to learn from their experience and understand the issues and challenges they are working with.
“Security and Peace Education” is a new course which provides opportunity for Security officials working with extractive companies or deployed to provide security for their installations to be equipped with skills and expertise in engaging community members in a manner that would reduce tension and reprisal attacks and promote community cooperation and partnerships which is key in isolating and dealing with few elements that are not amenable to respect for the law. In three days an experienced group of resource persons and security officials will come together to explore their work and the challenges from their own experience and develop new thinking and approach for greater effectiveness.
“Security and Peace Education” is a short but intensive course that will adopt an interactive/participatory methodology to develop in participants’ attitude of respect for human rights, sensitivity to local sensibilities, conflict sensitivity in the discharge of their duties, observance organization’s health and safety environment, (HSE) standards, awareness of the Voluntary Principles on Security and Human Rights (VPSR), best practices in security provisioning in volatile area and in general promotion of public safety and security. Group dynamics is an important part of the training. Linking and cooperating with fellow-participants and sharing and learning from each other’s experiences will be an important feature.
