Our Mission


“To promote public safety, security and justice through empirical research, advocacy, demonstration programmes and publications in partnership with government and civil society”
 
 CLEEN FOUNDATION was launched since 1998 as the Center for Law Enforcement Education in Nigeria,
 Since then, it has promoted respect for human rights and cooperation between civil society and law enforcement agencies throughout Nigeria and elsewhere in West Africa. In December 2003, the organization formally expanded its mission to encompass the whole safety and justice sector and changed its name to CLEEN Foundation. CLEEN is directed by Innocent Chukwuma, who used the money from a Reebok International Human Rights Award to create the organization.
 
 The shift from military dictatorship to democracy in Nigeria required the police to change from being a tool of an oppressive government to a public service agency. CLEEN has been a leader in that transformation. In ten states, CLEEN piloted community policing forums that give residents a voice in local law enforcement. CLEEN also developed and broadcast the award-winning dramatic series “Constable Joe,” which focused on police-community relations, and later produced “See You at the Poll,” a drama intended to prevent violence during the general elections in April 2003—pairing that with guidelines governing police conduct during the elections and a checklist for monitoring their behavior.
 Today CLEEN is also helping to hold police accountable for misconduct, working directly with law enforcement and also with the independent Police Service Commission to track and respond to complaints against the police. And most recently, CLEEN began exploring the role of informal policing in Nigeria. CLEEN’s own work and trends in the field are captured in Law Enforcement Review, which CLEEN publishes quarterly.
 
 Even before expanding its mission, CLEEN worked in areas other than law enforcement documenting state-sponsored violence in Nigeria, for example, the revealing system-wide problems in the administration of juvenile justice. The results of both projects are captured in seminal reports that are available from CLEEN and summarized on the [Publications] section of this web site. Today, CLEEN's projects include research on perceptions of safety and fear among women in Lagos.
